Chief Operating Officer, Lynn County Hospital District
Seth Manly serves as Chief Operating Officer of Lynn County Hospital District, where he provides executive leadership for a Critical Access Hospital and integrated rural healthcare system in West Texas. In this role, he works across the organization to advance strategic priorities, strengthen operations, and expand access to healthcare for the communities the District serves.
Seth began his healthcare career as a physical therapist and developed a passion for identifying inefficiencies and finding practical solutions to problems affecting patients and healthcare teams. As his career progressed into administration, that same mindset shifted to improving healthcare operations and identifying opportunities to better serve rural communities.
Since joining Lynn County Hospital District, Seth has held progressively increasing leadership roles and has been involved in expanding outpatient rehabilitation services and developing sports medicine outreach to surrounding communities. He has also served as Executive Director of the LCHD Foundation, supporting philanthropic efforts that advance the organization’s mission. His work has included significant involvement in grant development and administration, including project management, reporting, and coordinating construction and implementation associated with funded projects.
