Meet THA’s Lobby Team for the 89th Texas Legislative Session

Last week, the 89th Texas Legislature gaveled in – and THA’s lobby team is excited to once again represent Texas hospitals and the communities they serve. Throughout the next 140 days, lawmakers will make important policy decisions that determine the future of health care in the Lone Star State. As representatives at the Capitol deliberate, lobbyists from THA will be on the front lines – ready to serve as a trustworthy and reliable source of information on the issues that impact hospitals.

Carrie Kroll

Carrie Kroll
Senior Vice President of Advocacy, Public Policy and Political Strategy

Carrie Kroll leads the Texas Hospital Association’s lobby team as the senior vice president of advocacy and public policy. Prior to joining THA in 2013, she served for 10 years as the director of advocacy and health policy for the Texas Pediatric Society, the Texas Chapter of the American Academy of Pediatrics.

Carrie’s interest in health care advocacy was born when she worked as a legislative associate under former Texas State Representative and House Public Health Committee Chairman Hugo Berlanga. Prior to that, Carrie spent time working both inside and outside the Capitol for two members of the Texas House of Representatives.

Carrie led THA’s COVID-19 response, a task that included members of THA’s advocacy, legal and communications team and the creation of a THA COVID-19 Taskforce. THA’s response required navigating hospital capacity and staffing issues as well as the vaccine rollout, plus a regular legislative session and three special sessions.

In May 2021, Carrie wrapped up nine years of service on the board of trustees for the Dripping Springs Independent School District (DSISD), the same school district where she received her primary education. Carrie served as president of the DSISD board of trustees from to 2015 to 2020.

Sara González

Sara González, Vice President of Advocacy, Public Policy and Political Strategy

Vice President of Advocacy, Public Policy and Political Strategy

Sara Lisa González serves as the vice president of advocacy, public policy and political strategy for the Texas Hospital Association. At THA, Sara primarily works on Medicaid, supplemental payments and behavioral health, in addition to overseeing THA’s political action committee, HOSPAC.

Prior to working at THA, Sara worked for over 13 years in the Texas Senate on various aspects of public policy and government affairs. Originally from Rio Grande City, Sara graduated from the University of Texas at Austin, earning a Bachelor of Arts degree in English.

Will Holleman

Will Holleman, Vice President of Advocacy and Public Policy

Will Holleman
Vice President of Advocacy and Public Policy

Will Holleman serves as the vice president of advocacy and public policy for the Texas Hospital Association. At THA, Will works on policies impacting artificial intelligence and children’s health care, as well as public and rural health.

Prior to working at THA, Will spent time in legislative policy and advocacy for a decade with stints in the Texas House, academia and abroad in the Welsh government. A proud Cleburne Yellowjacket born at Walls Regional Hospital – now part of the Texas Health Resources system – Will holds a dual bachelor’s degree in history and political science, as well as a master’s degree in public policy, from The Bush School of Government and Public Service at Texas A&M University.

Benjamin Williams

Vice President of Advocacy and Public Policy

Benjamin Williams serves as the vice president of advocacy and public policy for the Texas Hospital Association. At THA, Ben primarily works on behavioral health, licensing and regulation, emergency preparedness and trauma, taxation and workforce issues.

Prior to working at THA, Ben worked for 10 years in the Texas Legislature on various aspects of public policy and government affairs. He has significant experience in the legislative process, including parliamentary procedure, budget and committee processes. Prior to his work in the legislature, Ben was a small business owner in Austin and specialty retail manager.

When he is not advocating for hospitals, Ben spends time with his family and serves on the boards of a local charter school and neighborhood swim team.

Originally from San Antonio, Ben graduated from the University of Texas at Austin, earning a Bachelor of Arts degree in English. Hook ’em!
