Created in 2009, the HOSPAC Star Award recognizes outstanding hospital leaders and trustees who go above and beyond to support HOSPAC, the state and federal political action committees of the Texas Hospital Association Nominees for the award are submitted by THA membership, and award winners are selected by the HOSPAC Executive Committee.

Each year, HOSPAC recognizes an outstanding hospital leader with the HOSPAC Star Award for their dedication and tireless work in public affairs advocacy on behalf of all Texas hospitals. This year’s HOSPAC Star Award winner is Freddy Warner, chief government relations officer, Memorial Hermann Health System.

With over a decade of involvement on the HOSPAC board, Freddy has dedicated countless hours of service to HOSPAC and to the mission of better public policy for all Texas hospitals. Before his time at Memorial Hermann, Freddy spent more than 20 years in government relations working in a variety of legislative, campaign and regulatory capacities in more than 30 U.S. states and in Washington, DC, with a particular emphasis on the State of Texas. Freddy has served as a senior campaign advisor and in legislative roles for a member of the Texas congressional delegation, a Texas state senator and a former Texas lieutenant governor.

An unrivaled advocate for hospitals and health care, Freddy understands that politics permeates all aspects of every industry, especially the overregulated hospital industry. This understanding fuels the work Freddy does building relationships with elected officials at the local, state and federal level from Houston and across Texas. Freddy sets aside time to meet with political leaders as well as candidates for office. He fosters these relationships and uses them to provide a better understanding of the pressing issues impacting hospitals. He spearheads health sector-specific candidate fundraisers, routinely delivers HOSPAC donations to those fundraisers and consistently makes his own financial contributions in an effort to elect candidates who understand and support the needs of hospitals. He encourages his colleagues to donate and is a longtime, generous HOSPAC donor at the HOSPAC3500 level. Freddy believes that actions speak louder than words. He knows that to be a force for legislative success, we must all be engaged in the political process, and a key component of that is giving to HOSPAC.

Freddy was unanimously selected for the Star Award by the HOSPAC executive committee. The Texas Hospital Association and HOSPAC Board of Directors congratulate Freddy Warner – winner of the 2023 HOSPAC Star Award!
