Elisa Santana
Vice President of Public Policy and Government Relations, Harris Health System, Houston
Elisa Santana serves as Vice President of Public Policy and Government Relations at Harris Health, where she advises on legislative strategy and liaises with policymakers. With more than 15 years of experience in government, communications, and policy, she previously served as the Chief of Staff to the Chief Executive of Harris County.
Prior to that role, Elisa was the Deputy Director of the International Trade Administration’s Office of Legislative and Intergovernmental Affairs. She also served as House Division Chief on USAID’s legislative affairs team, where she secured significant funding and led policy coordination efforts.
Elisa enjoys public service and improving the well-being of communities. She served as a Legislative Assistant to both Senator Maggie Hassan and Representative Lloyd Doggett. A proud Houstonian, she was the Communications Director for Congresswoman Sylvia Garcia’s primary congressional campaign.
