Aligning Technology by Linking Interoperable Systems, or ATLIS, is a new Medicaid quality payment program that the Texas Health and Human Services Commission (HHSC) is currently planning to launch in state fiscal year 2025, which begins on Sept. 1, 2024.

Other relevant facts about the program:
- ATLIS will be introduced in SFY 2025 at a total value of $690 million. ATLIS will launch at less than its maximum potential value and for limited managed care service areas and products. Children’s hospitals will earn ATLIS payments in STAR Kids; rural and urban hospitals will earn ATLIS payments in STAR+PLUS; and hospitals in five service delivery areas (Bexar, Dallas, Jefferson, Nueces and Tarrant) will have the opportunity to earn ATLIS payments in STAR.
- ATLIS will feature a suggested minimum payment to each hospital equaling the larger of either $275,000 or the value of the hospital’s projected CHIRP reduction from SFY 2024 plus 10%.
