OVERVIEW
This series will provide the fundamentals needed to gain a basic understanding of the Texas Medicaid program, including the types of individuals covered, services provided and methods used to finance the program. In addition, the program will review the structure and funding of Medicaid hospital payments and provide valuable information on Medicaid managed care. Finally, in addition to reviewing current challenges faced by hospitals, the series provides insight into the future of Medicaid under federal health care reform.

Part 1
|
Anne Dunkelberg joined the Center for Public Policy Priorities in Austin in 1994 and currently is its associate director. She is one of the state’s leading experts in policy and budget issues relating to health care access. In 2007, she was named Consumer Advocate of the Year by Families USA in Washington, D.C. Before coming to the center, she served as program director for acute care in the Texas Medicaid Director’s Office and spent six years with the Texas Research League, where she authored numerous reports on Texas health and human services issues and tracked state health and human services budget issues. She is a magna cum laude graduate of the Plan II bachelor’s program at The University of Texas at Austin, and holds a master's from the LBJ School of Public Affairs.

John Berta is a senior director of policy analysis at the Texas Hospital Association, where he has worked on policy issues for more than 20 years. He is responsible for monitoring activities of the Texas Health and Human Services Commission and the Division of Workers’ Compensation at the Texas Department of Insurance. Berta provides analysis and assists hospitals in following agency activities related to Texas Medicaid, CHIP and workers’ compensation, with an emphasis on hospital payment initiatives. In addition, he supports the hospital association’s efforts on state budget and other policy issues.
Kevin Nolting is the director of hospital reimbursement with the Texas Health and Human Services Commission. There, he is responsible for the development of Medicaid reimbursements for various hospital-based and clinic-based services, including hospital inpatient and outpatient services, Disproportionate Share Hospital Program, Upper Payment Limit Supplemental Payment Program and the Graduate Medical Education Program. He is responsible for the development and oversight of the administrative rules and Medicaid State Plan for these programs and works closely with the Texas Hospital Association and individual hospitals on Medicaid hospital policy initiatives and interpretations. He provides technical assistance, guidance, information and support to HHSC staff and board members; Legislative Budget Board; Governor’s Budget Office; other state agencies; and external organizations related to hospital reimbursement.

Michelle Apodaca, J.D., is vice president of government relations for the Texas Hospital Association. In her role at THA, Apodaca focuses on a variety of hospital and health advocacy initiatives before Texas Legislature and regulatory agencies.
Apodaca is a member of the Health Law Section of the American Bar Association where she serves as the chairman of the Managed Care/Insurance Interest Group, co-chair of the Webcast/Teleconference Committee, and member of the Planning Committee for the ABA’s Washington Summit. She also is a member of the American Health Lawyers Association and Austin Health Lawyers Association and serves on the boards of the Travis County Women’s Lawyer Association and Keep Austin Beautiful. Apodaca is a graduate of Leadership Texas and Leadership El Paso, and was named a Texas Rising Star in Healthcare Law in 2004, 2005 and 2007.
